【禁闻】扯中石油窝案 明星电缆高层频出事

2013年09月27日讯】在〝中石油窝案〞爆发前后,做为中石油最大的供应厂商明星电缆,公司内部多位高层 相继出事。23号又传出该公司副总经理何玉英坠楼身亡的消息。此次何玉英坠亡,使媒体目光再次转向不断发酵的中石油窝案。有媒体指出,习近平希望通过处理中石油腐败窝案,显示自己控制的能力。


与中石油关系密切的四川明星电缆公司副总经理何玉英,23号深夜11点在成都武侯区火南街道辖区堕楼身亡,目前当地警方尚未公布调查结果。明星电缆也发布了何玉英去世的公告,但没有提到她去世的原因。


1968年出生的何玉英大专学历,曾任明星电缆成都分公司总经理等职,担任公司副总经理期间,分管市场销售工作。


时事评论员邢天行:〝在一个公司里边,很多具体过手的东西其实都在销售部门,所以我觉得何玉英她实际上如果从涉嫌犯罪这个角度上来讲,那么实际上她是一个很重要很关键的人证,可是现在这个人证突然间坠楼身亡了,所以应该说毫无疑义,就是明星电缆卷入中石油窝案里面。〞


资料显示,中石油是明星电缆最大的销售客户之一,今年上半年中石油给明星电缆的销售收入就高达1.85亿元,几乎是中石油网络采购最大的供应商,媒体甚至将明星电缆称作中石油的〝寄生公司〞。


随着中石油近来接连爆发高层主管涉贪案,明星电缆董事长李广元、前总经理沈卢东及财务总监杨萍也相继〝失去联系〞。何玉英的坠楼身亡,给明星电缆再次蒙上阴影,外界目光再次聚焦中石油。


时报》表示,中石油腐败案是测试习近平整决心。研究问题 的香港科技大学教授丁学良则认为,〝现在发生的事情可以说是敲山震虎,也是习近平在巩固自己对体制内重要部门的控制。〞


丁学良分析,习近平希望利用这些事情来警告,正在收集你的人马的腐败证据,如果不收敛,牵涉的人更多。


时事评论员蓝述:〝像、像周永康这些人,已经下了台的高官,他仍然在现任的体制内留下大批的人马,那这些人马就成为绊脚石了,这就是这一系列的反腐真正的。如果不敢抓周永康的话,那所有大大小小的腐败官员,他们就一个最强烈的信号,就是你会不会出事,不在于你腐不腐败,而是在于你跟着谁腐败。〞


研究中国 政治的新加坡国立大学(National University of Singapore)东亚研究所所长郑永年说,习近平必须做点什么来显示他能控制这些利益集团,表明他们不是独立的王国。不然的话,没有人会听他的。


8月下旬以来,大陆 中石油集团王永春、和王道富4名高层主管因严重违纪遭到调查和免职。出身中石油的中共国资委主任蒋洁敏也因违纪落马。外界盛传,继前重庆市委书记之后,前中央周永康是习近平政权要打的下一个〝大老虎〞。周永康被公认为〝石油帮〞的老大。

Star Cable: Largest China National Petroleum Corp. Supplier Faces New Incidents


Recently, corruption has been exposed in the

China National Petroleum Corporation (CNPC).

Several top executives from Star Cable, one of the

largest suppliers for CNPC, have also run into troubles.

On September 23, He Yuying, Deputy Managing Director of

Star Cable, reportedly said died after jumping off a building.

Her death attracted media attention back

towards the CNPC corruption incident.

Some media reported that Xi Jinping hopes to show that he

is capable of taking control bydealing with the CNPC case.


He Yuying had close links with CNPC.


On September 23, at 11pm, He Yuying died after

jumping off a building in Wuhou District, Chengdu.

The police haven′t announced results

of an investigation into the death.

Star Cable announced the death,

but didn′t provide any reasons.


He Yuying was born in 1968, and

later graduated from University.

She served as a branch General Manager at Star Cable.


She was a Deputy General Manager,

in charge of sales and marketing.


Xing Tianxing, current affairs commentator: “In a company,

many specific things will go through the sales department.

I think if He Yuying is suspected of involvement in a

crime, she would actually be an important witness.

She suddenly died after jumping off a building, so it

is likely that Star Cable is involved in the CNPC case.”


Sources indicated that Star Cable′s

largest customer was CNPC.

In the first six months of 2013, Star Cable′s sales turnover

from the CNPC reached 185 million yuan ($30 million).

Star Cable is the largest supplier for CNPC, and media

referred to Star Cable as a parasitic company on CNPC.


Top executives of CNPC were repeatedly

exposed for their involvement in corruption.

However, Star Cable′s Chairman Li Guangyuan,

Managing Director Shen Ludong and Financial

Officer Yang Ping disappeared.


He Yuying′s death has brought

more mystery around Star Cable.

Observers have focused their attention on the CNPC again.


The New York Times said that pursuing graft cases

in the oil industry is one of Xi Jinping′s biggest tests.

How far and high is he willing to

go to clean up the political elite?

Ding Xueliang, a Professor at the Hong Kong University of

Science and Technology has studied corruption in China.

Ding said, “What′s going on can be called,

‘shaking the mountain to scare the tiger’.

it is also about Xi consolidating control

over the key parts of the system.”


Ding analyzed that Xi Jinping used these

incidents to warn Zhou Yongkang.

They are in the process of collecting all

the evidence of people close to Zhou.

If Zhou doesn′t keep himself

disciplined, Xi can do more.


Lan Shu, current affairs commentator: “Although

Jiang Zemin and Zhou Yongkang have retired,

they still maintain many allies in the regime.


Those allies became their representatives, and

this is the true reason Xi is fighting corruption.

If Xi dares not to catch Zhou Yongkang, all corrupt

officials will still understand that the important thing

is not whether one is corrupt or not, but whom you follow.”


Zheng Yongnian, the Director of the East Asian

Institute at National University of Singapore commented.

Zheng said that Xi Jinping must do something to show

that he has command over those interest groups.

He needs to show that they are not independent

kingdoms, otherwise, no one will follow him.”


In late August, CNPC top executives

Wang Yongchun, Li Hualin, Ran Xinquan

and Wang Daofu were put under investigation.


They were removed from their position

for serious violation of discipline.

Jiang Jiemin, Director of the Assets Supervision and

Administration Commission, was arrested for corruption.

Rumors suggest that following the downfall of former

Chongqing Party Secretary Bo Xilai, Zhou Yongkang,

a former Standing Committee member, will be the

next “big tiger” that Xi Jinping will seek to remove.

Zhou Yongkang is recognized as the boss of the “oil faction”.
